Property seizure and cultural plunder
How confiscation, inventory, forced labour, expert selection and transport turned theft from persecuted people and occupied institutions into an administrative system.
Plunder was not merely opportunistic theft after violence. It was organised through offices that searched homes, inventoried possessions, sorted goods, valued collections, assigned forced labour and transferred property to German institutions or agencies. The material destruction of a community therefore continued after arrest, deportation and murder.
Franz Konrad’s Werterfassung office operated inside the destruction of the Warsaw ghetto. It catalogued and removed property left by deported and murdered residents while using forced labour and working alongside liquidation operations. Gustav Abb’s library administration represents another scale: the seizure, selection and movement of Polish and Jewish collections across the General Government.
The two profiles also demonstrate why careful attribution matters. Evidence of Konrad’s personal corruption is not a substitute for explaining the institutional machinery he directed. Abb’s role in systematic confiscation must be distinguished from contested end-of-war measures that preserved selected holdings while other German formations deliberately destroyed Warsaw’s libraries.
