Confirmed findings

  • Himmler appointed Krüger Higher SS and Police Leader East in autumn 1939, giving him command over Order Police, Security Police, Gestapo and SS forces in the General Government.
  • In 1942 he also became state secretary for security and the official responsible for Jewish affairs in the General Government administration.
  • Himmler's order of 19 July 1942 directing the removal and murder of the General Government's Jewish population was addressed to Krüger and implemented through district SS and police leaders.

Place in the chain of responsibility

Krüger connected Himmler to district commanders including Globocnik and Stroop and coordinated the region-wide police system. Those commanders and their units retained responsibility for the particular deportations and killing operations they executed.

Key events and mechanisms

  • appointment as Higher SS and Police Leader East, autumn 1939
  • Himmler's order concerning the Jewish population of the General Government, 19 July 1942
  • replacement by Wilhelm Koppe, November 1943
No victim-count ranking

The circle records authority, function and agency. Several profiles may describe different parts of the same persecution chain, so profile-level totals must not be added together.

Postwar accountability

After leaving the General Government Krüger held Waffen-SS commands. He died by suicide in May 1945 and was never tried; occupation documents and later proceedings against other officials preserve evidence of his role.

Limits of the evidence

The absence of a trial means there is no judgment delimiting his personal criminal liability. The profile therefore centres on surviving orders, offices and command relationships.
