Friedrich Uebelhoer
Friedrich Uebelhoer served as president of the Kalisz administrative district and author of the order establishing the Łódź ghetto. The profile reconstructs the person’s function in Łódź, the Kalisz district and the Wartheland through documented office, decisions, supervision or operational conduct. It does not assign every crime committed by an institution or region to one individual.
Confirmed findings
- As district president, Uebelhoer signed the order of 10 December 1939 organising the creation of the ghetto in Łódź.
- The document presented the ghetto as a temporary stage and subordinated its creation to the goal of removing the Jewish population.
- Administrative isolation enabled later exploitation, plunder and deportation.
Place in the chain of responsibility
The profile shows that the ghetto was created through an administrative act and cooperation among civil offices, police and municipal authorities. Uebelhoer is documented as the author and issuer of a key decision, not as the sole creator of the entire system.
Key events and mechanisms
- the order establishing the Łódź ghetto on 10 December 1939
- the sealing of the ghetto in 1940
The circle records authority, function and agency. Several profiles may describe different parts of the same persecution chain, so profile-level totals must not be added together.
Postwar accountability
Uebelhoer disappeared near the end of the war. He was declared dead in 1950 and never stood trial.
Limits of the evidence
The order and Uebelhoer’s office are well documented; his final fate is not. The founding act is not equated with personal direction of every later deportation.
